USA Rare Earth, Inc. (NASDAQ: USAR) rallied 16.15% to $25.69 after the Biden administration unveiled Project Vault, a $12 billion strategic minerals program combining private capital and Export-Import Bank financing to secure critical rare earth supplies. The initiative directly benefits USAR's Oklahoma magnet facility, which enters commissioning phase ahead of 2026 production.

The company fortified its position with a $1.5 billion PIPE financing in January, leaving $400 million cash on hand. Analysts anticipate a 12-cent loss per share when Q4 2025 results release February 5.

Project Vault marks Washington's most aggressive MOVE yet to break China's stranglehold on NdPr and other minerals vital for defense and green energy. The timing aligns with USAR's production ramp-up, creating a potential inflection point for domestic rare earth independence.
